البرنامج السياسي الدولي لمؤسسة هينرش بل يسعى الى مرافقة مبادرات إصلاح السياسات أو بعض الاتفاقات الدولية المحددة سابقا من قبل الحكومات الدكتاتورية، والتي غالبا ما كانت تصبّ في مصلحة السلطة على حساب مصالح الدولة أوالوطن . يهدف البرنامج إلى إلقاء الضوء و توفير الخبرات اللازمة حول المعايير الجديدة التي ستحكم التفاوض على الاتفاقات الدولية التي تعنى بمواضيع مثل سياسة الجوار، استراتيجيات الشراكة، والسياسات الاجتماعية وسيادة الدولة.
